Merkezi ABD'de bulunan Uluslararası Uçuş Emniyeti Vakfı'nın Güney Kıbrıs'ta organize ettiği "Güney Doğu Akdeniz ve Ortadoğu Havacılık Güvenliği - Sözlerden Eyleme" konulu kongreye Bayındırlık ve Ulaştırma Bakanlığı Müsteşarı Dr. Suat Yeldener'in katılımının Güney Kıbrıs Rum Yönetimi'nce engellendiği bildirildi.
Bakanlık Müsteşarı Yeldener, konuya ilişkin yaptığı yazılı açıklamada, söz konusu kongreye katılımının herhangi bir geçerli, anlaşılabilir ve anlamlı açıklama yapılmaksızın engellendiğini ifade etti.
Yeldener, merkezi ABD'de bulunan Uluslar arası Uçuş Emniyeti Vakfı Başkanı William R. Voss'a detaylı bir mektup yazarak, Rum yönetiminin tutumunu şikayet ve protesto etti.

I am writing to bring a very important issue to your attention. As a Senior
Scientist who lived many years in the USA, I have participated in many international

With its mission, Flight Safety Foundation is an important organization for the
entire world. In your web site, Flight Safety Foundation is defined as follows: ''As an
independent, impartial and nonprofit international membership organization, the
Foundation is in a unique position to identify global safety issues, set priorities and
serve as a catalyst to address the issues. The Foundations effectiveness in bridging
cultural and political differences in the common cause of safety has earned worldwide
respect.'' I am glad to observe that Your Foundations mission reflects the idea that
safety should precede politics.
However, the rejection of my participation to the said conference, which
intended to take up the aviation security issue in the region, creates a discrepancy
between the practice and the declared objectives of the Foundation, including its
independency and impartiality. Therefore, I would like to ask for your kind assistance
to take this issue to the Foundation Board in order to tackle such politically driven
actions which are undermining the main goal of ensuring aviation safety throughout
I would like to bring to your attention that the refusal of Greek Cypriots to
provide ATM service in the northern sector of the Nicosia FIR in 1977, paved the way
for the establishment of ERCAN Advisory Air Space out of practical needs. Since
then, ERCAN ACC has been providing ATM services on ICAO standards to pilots
from all over the world without discrimination thanks to its state of the art
technological infrastructure.The fact that TRNC ERCAN Airport is now controlling 19.000 take offs and
landings including charter flights from 14 countries via Turkey and serving 2.5 million
passengers annually, renders the aviation safety a very important topic for our
aviation authorities. We are attaching utmost importance to navigation safety, and
take it as a technical matter rather than a political issue. Therefore, we believe that
neither Greek Cypriots, nor Turkish Cypriots should jeopardize safety for profits or
politics. Moreover, both sides aviation authorities should demonstrate better
cooperation for the sake of air navigation safety in the Eastern Mediterranean.
With this understanding and within the framework of our commitment to
enhancing navigation safety, we insist on proposing our Greek Cypriot colleagues to
come together at the technical level to address the current problems and try to
resolve any issues related to the safety of navigation. Initiating technical cooperation
in this field would serve to build confidence, which would also prepare the ground for
an eventual comprehensive settlement on the Island, and would be to the benefit not
only of the two sides but also of the international community. However it is
disappointing to see that the Greek Cypriots fail so far to adopt a constructive
approach to solve any navigation safety issue directly with us.
I believe that the Greek Cypriots should be further encouraged to cooperate
with the Turkish Cypriots on important humanitarian and technical issues. The
attitude of the Greek Cypriots does not serve the best interests of their people nor the
international community at large.
We the Turkish Cypriots are willing to cooperate and share our latest
technology in civil aviation with the Greek Cypriots to help them to improve their
aviation activities in the Middle East and Eastern Mediterranean without any
hesitation. Therefore I would like to invite the International Community to support our
efforts to this end.
Taking this opportunity, I would like to informally invite You to visit the Island
and to see the ERCAN Airport and ERCAN ACC.
Thank you very much for your kind attention and looking forward to hearing
your feedback regarding the disappointing approach of the Greek Cypriot side which
prevented our participation in the above-mentioned conference, as well as the issues
pertaining to aviation in Cyprus.
